- Agricultural producers with at least 50% of gross income from agricultural operations, or
- For-profit small businesses (SBA size standards) in eligible rural areas of 50,000 population or less
- No delinquent federal taxes, debt, judgments or debarment
- Biodigester and controlled environment agriculture applications are paused
