- Up to $2,153,927As of April 2026, agencies may issue a Phase I award (including modifications) up to $323,090 and a Phase II award (including modifications) up to $2,153,927 without seeking SBA approval; larger awards require a waiver. SBIR.gov homepage lists typical ranges: Phase I $50,000-$275,000 over 6-12 months; Phase II $750,000-$1.8 million over 24 months.
- Who can apply
- For-profit U.S. small business with fewer than 500 employees including affiliates
- At least 51% owned and controlled by U.S. citizens or permanent residents (per NSF eligibility page)
- Principal investigator must be primarily employed by the small business
- Must respond to a specific agency solicitation/topic
- How to apply
- Find an open topic on SBIR.gov and submit a proposal directly to that agency per its solicitation (NSF requires an invited Project Pitch first).
- Timing
- Reauthorized through September 30, 2031 (S. 3971 signed April 13, 2026) after a lapse. Each agency runs its own solicitations and deadlines; SBIR.gov listed 352 open topics (NSF, DoD, HHS, EPA) when checked.
